According the Nintendo Kid Icarus: Uprising official website, Nintendo will be holding specials events to Trade, Share, And Obtain New Cards.

"Face two cards together and watch them battle.Check back on this site soon for info about special Nintendo events where you can trade, share, and obtain new cards.AR idol cards are designed for use with Kid Icarus: Uprising for Nintendo 3DS. These cards are not compatible with AR Games™."
